Professional Military Education and Training Division Head


 

Brigadier General Muhammet Kelami Kablay is the Professional Military Education and Training Division Head of NATO Mission Iraq (NMI) in Baghdad. NMI is a non-combat advisory and training mission that works primarily with the Ministry of Defence on security sector reform, institutional building, strengthening the professional military education system and Iraqi military schools.

After completing his primary and secondary education in Ankara, BG Kablay graduated from Kuleli Military High school in 1992, Turkish Military Academy (TMA) in 1996 and finally Infantry School in 1997. He is a 2003 graduate from TMA Institute of Defense and Sciences with Master’s degree in Financial Management. BG Kabalay has served as Platoon and Company Commander and at staff positions in Sivas, Kars, Cyprus and Ankara. His senior appointments included Motorized Infantry Battalion Commander in Pertek Tunceli, Deputy Commander of the Commando Brigade in Hozat Tunceli and Head Training at Commando Training Center in Isparta.

BG Kablay participated to number of domestic tasks including the Operation of Combating Terrorism and Internal Security in the Mutki Bitlis region from 2008 to 2010 and more recently in 2019; he performed duties within the scope of border security in Kiziltepe & Ceylanpinar region. In 2011, BG Kablay was deployed as Subject Matter Expert with the European Union Force based at Camp Butmir in Sarajevo, Bosnia and Herzegovina. He also served as a Military Advisor at United Nations Assistance Mission in Somalia (UNSOM) from 2016 to 2017.

BG Kablay is married and has two children.
