Kuwait City, Kuwait – 20 participants from NATO partners under the Istanbul Cooperation Initiative (ICI) and Gulf Cooperation Council (GCC) countries attended the Civil-Military Cooperation Advanced course (CIMIC II) at the NATO – ICI Regional Centre (NIRC) from 13 to 17 April 2025. The participants included military officers from United Arab Emirates (UAE), Qatar, Oman and Saudi Arabia, and officers from the Kuwait, Oman and Bahrain Police, Kuwait National Guard, Qatar Ministry of Defense and the GCC Emergency Management Centre.
A team of experts from J9 CIMIC at JFC Naples delivered the course, in the framework of NATO military training partnership contributing to long-term global and regional security.
The aim of the course was to further enhance training based on the CIMIC basic course (CIMIC I), focusing on NATO’s comprehensive operation planning process and role of CIMIC staff to incorporate Civil Factor Integration.

The training promoted the understanding of NATO´s Comprehensive Operations Planning (COP) Process as the core tool to ensure efficient and effective use of all resources during planning and execution phase with regards to Crisis Management.
Participants were encouraged to put into practice the knowledge acquired during the interactive plenary lectures by taking part in facilitated work in small syndicates, based on a tailored scenario.
Key strategic partners for NATO, the Gulf Cooperation Council (GCC) – Bahrain, Kuwait, Qatar and the United Arab Emirates (UAE) – have joined the Istanbul Cooperation Initiative in 2006 while Oman and Saudi Arabia participate in selected activities within the ICI framework.
