Naples, Italy - Allied Joint Force Command Naples (JFC Naples) hosted a ceremony to celebrate the new National Collective Labour Agreement (NCLA) for Local Status Civilian Personnel employed at NATO, in Italy at the headquarters on 13 June 2022.
JFC Naples Chief of Staff, Lieutenant General Vasco Angelotti, Italian Army, and the National Executive Committee of Union Representatives of the Local Wage Scale (LWS) civilian workers employed at NATO Headquarters in Italy, Mr.Gennaro Napolano, signed the agreement.
Dr. Aurora Blanca, The National Secretary of the Italian Federation of Trade and Tourism Workers' Union – Italian Confederation of Workers' Union (FISASCAT CISL), attended the ceremony, together with Dr. Gennaro Di Micco, Secretary of the FISASCAT CISL Campania, and Dr. Stefania Chirico Secretary of the FISASCAT CISL Naples.
"The NCLA is the result of the mutual collaboration between the Command and the Local Wage Rate (LWR) workers" Lt.Gen. Angelotti said, "who, in cooperation with military and international civilian staff, provide a significant contribution to the achievement of our goals" he concluded.
The NCLA regulates the working relationship between NATO Headquarters in Italy and the local status civilian personnel in their employ, as identified by Article 8.a.2. of the Italy/Supreme Allied Commander Europe (SACEUR) Agreement, signed in Paris on 26 July 1961 (Italy-SACEUR Agreement), ratified by Presidential Decree no. 2083 dated 18 September, 1962, and published in the Gazzetta Ufficiale, 9 July, 1963.
This agreement rescinds and replaces the regulations of the NCLA signed on 6 March, 2018, and all previous National Collective Labor Agreements and special contracts, and provides for greater benefits for all personnel.
"The NCLA provides full protection to our workforce in compliance with the Italian labour law" Dr. Antonella Carbone, Civilian Human Resources Head, said "and establishes conditions of employment more favourable than those of previous contracts". "At the same time, our workforce confirms its full support to the Headquarters and to NATO, ensuring the fulfillment of organizational and operational requirements," she concluded.
The parties concurred that the NCLA fulfils the conditions and the requirements of Article 8.e of the Italy/SACEUR Agreement, and is the result of a thorough and detailed study to identify referenced national collective labour contracts, and compare all remunerations specified in those agreements.
"With the signature of this NCLA, NATO demonstrated to have a constructive and honest relationship with its employees," Dr. Blanca said "This agreement is a major achievement for both the contractual parties, as it carries on the tradition of great respect between the employer and the workers," she concluded.
The parties will initiate procedures for the renewal of the National Collective Labour Agreement in accordance with the Framework Agreement between the Government and Trade Unions dated 22 January 2009.
