JFC Naples Hosting UN Humanitarian Civil-Military Coordination Course for the Middle East, North Africa

JFCNP and the Italian Headquarters in partnership with the United Nations Office for the Coordination of Humanitarian Affairs is hosting the 2019 United Nations Humanitarian Civil-Military Coordination Course for the Middle East and North Africa (MENA) Region. NAPLES, Italy- NATO Allied Joint Forces Command (JFCNP) and the Italian Headquarters in partnership with the United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA) is hosting the 2019 United Nations Humanitarian Civil-Military Coordination (UN-CMCoord) Course for the Middle East and North Africa (MENA) Region This is the first time JFCNP is hosting this prestigious UN Course. Course participants represent civilian, humanitarian, military and police staff, totaling 26 partakers.

When an emergency or natural disaster creates humanitarian needs, many countries will deploy their militaries or paramilitary organizations to respond. When local and international organizations are also involved in that response, it is essential that they can operate in the same space. UN-CMCoord facilitates dialogue and interaction between civilian and military actors, essential to protect and promote humanitarian principles, avoid competition, minimize inconsistency and, when appropriate, pursue common goals. The UN-CMCoord is a framework that enhances a broad understanding of humanitarian action and guides political and military actors on how to best support that action.

JFCNP is one of two Joint Force Commands in the NATO Command Structure. JFCNP plans, prepares, and conducts military operations to preserve peace, security, and economic lines of communication throughout Supreme Allied Commander Europe’s Area of Responsibility. In particular, the J9 Civil Military Interaction/Civil Military Cooperation mandate is to contribute to NATO’s comprehensive approach by establishing and maintaining dialogue and interaction at strategic and operational level with civil authorities and key stakeholders from the international community.

The course, hosted by JFCNP, aims to promote appropriate and effective humanitarian civil-military interaction in humanitarian emergencies through strengthened knowledge and understanding of UN-CMCoord standards, principles, and adherence to them.

JFCNP Public Affairs Office request that media interested in attending a part of the event on Thursday 11 April to contact at JFCNPPAOGROUP@jfcnp.nato.int . The host will provide media attending the event a chance to role-play during the training curriculum, providing an insight into the training process.
