LAGO PATRIA, Italy - After several months of cooperation, a Local Service Agreement (LSA) was signed at Allied Joint Force Command Naples on May 19, 2017 by Colonel Giancarlo Turco, JFC Naples Base Support Group Commander, and Colonel Vincenzo Lauro, Italian Headquarters Commander (QGI).
A LSA implements the Garrison Support Agreement (GSA) signed by Supreme Headquarters Allied Powers Europe (SHAPE) and the Ministry of Defense of the Italian Republic to provide base support to JFC Naples.
This LSA provides details regarding the implementation of the Host Nation Support Policy and the BSC (Base Support Concept) at JFC Naples as well as of the GSA agreed by SHAPE and the Ministry of Defense of the Italian Republic.
With this LSA, the participants have reached consensus on the full range and type of base support functions and services that the QGI may provide to JFC Naples, its personnel and those participating in JFC Naples’ activities, as well as an agreement on terms, conditions, procedures, tasks, responsibilities and associated manning required.
This applies only to garrison activities and is not intended to include JFC Naples’ deployments during exercises or operations.
A LSA will apply to activities conducted during peacetime as well as during crisis or conflicts, unless differently approved by the participants.
