Change of Command at Kosovo Force


PRISTINA – Kosovo Force (KFOR) marked a significant moment in history on Friday, Oct. 11, 2024 as Turkish Major General Özkan Ulutaş handed over the role of Commander to Italian Major General Enrico Barduani. 

The Change of Command Ceremony, held at KFOR Headquarters in Pristina, was attended by Admiral Stuart B. Munsch, Commander of Allied Joint Force Command Naples, alongside numerous political and military dignitaries from NATO, Kosovo, and international organisations.

Major General Barduani now assumes the position of KFOR’s XXIX Commander for a one-year mandate. His leadership comes at a crucial time for the mission, which continues to play a vital role in maintaining peace, security, and stability in Kosovo, as mandated by United Nations Security Council Resolution 1244.

Reflections on a Year of Success

During the ceremony, Admiral Munsch and other senior officials expressed their deep appreciation for Major General Ulutaş’s outstanding contributions throughout his tenure. As the first Turkish Commander of KFOR, General Ulutaş led with a steady hand through a complex period marked by political tensions and security challenges. Under his command, KFOR remained steadfast in its commitment to a safe and secure environment for all communities in Kosovo.

In his farewell speech, General Ulutaş highlighted the importance of continuity in leadership and cooperation. “It has been an honour to lead KFOR’s XXVIII Command Period under Turkish leadership. My commitment from day one was to build upon the successes of my predecessors. We have helped prevent renewed escalations of violence, swiftly containing situations that could lead to instability.” He also extended his thanks to his staff and the soldiers of KFOR for their professionalism and dedication.

A Vision for the Future

In his first address as KFOR Commander, Major General Barduani paid tribute to those who sacrificed their lives for peace in the region, particularly KFOR’s fallen heroes. “Our duty is to honour their memory by ensuring peace, security, and stability for all communities in Kosovo. Their sacrifice is a constant reminder of our responsibility to work towards a better and hopeful future,” he stated.

Major General Barduani underscored the ongoing importance of KFOR as a success story and a pillar of stability in the Western Balkans. He emphasised the unity of purpose that will guide his command: “The stability, security, and freedom of movement enjoyed by all communities in Kosovo are invaluable achievements that must be safeguarded. Unitas omnia vincit – unity will win, and it is through this unity that we will continue to build peace.”

Barduani also stressed the importance of KFOR’s role in supporting the EU-facilitated Dialogue between Belgrade and Pristina, a critical component of the mission’s broader goals. He affirmed his commitment to working closely with key international partners, including the EU, UNMIK, the OSCE, and Kosovo Security Organisations.

A Legacy of Partnership and Peace

Major General Ulutaş leaves behind a legacy of strengthened partnerships, both within Kosovo and across the international community. His leadership ensured close coordination with the EU, the OSCE, and regional actors, which was essential in maintaining peace and stability in Kosovo.

As Major General Barduani takes the helm, he carries forward a mission that has been shaped by years of dedication from NATO Allies and Partners. His previous role as Chief of Defence Policy in the Italian Ministry of Defence and his extensive experience in international operations provide a strong foundation for continuing KFOR’s crucial work in Kosovo.

In his closing remarks, Barduani expressed his gratitude for the trust placed in him and his readiness to lead KFOR in its next chapter: “I look forward to working shoulder to shoulder with each of you, as we continue to fulfil our mission for the benefit of all people in Kosovo. Together, we will ensure that KFOR remains a force for peace and stability in this region.”

KFOR’s commitment to maintaining a safe and secure environment and ensuring freedom of movement for all communities in Kosovo remains unwavering. As the mission entered in the 25th year, the leadership transition reflects NATO’s enduring dedication to peace and security in the Western Balkans.
