Thank you for your interest in the position of Theatre Finance and Accounting Officer at Kosovo Forces Headquarters (KFOR HQ). The position will become available as of 01 Dec 2021. Please note that the position is awaiting for the final grade classification and that grade-6 is a recommended level at this stage.

The essential education, experience and skill requirements are:
Bachelor's degree in Economics, Finance, Business Administration and Accounting or, exceptionally, higher secondary education coupled with 4 years' experience in the functional professional area
Six years of experience in the functional area, to include 3 years of experience in fiscal, financial, accounting and payroll functions.
Knowledge and experience in government or commercial accounting
Knowledge and experience in the use of automated financial data processing systems and of accounting software.
To be proactive and a self-starter with a high energy level, capable of managing multiple high visibility tasks under considerable pressure. Able to execute orders, prioritise tasks, delegate effectively, and ensure that deadlines are met.
The incumbent must be a team player capable of working cooperatively among a culturally diverse staff.
To have the ability to grasp the wider implications of issues, and work toward the Commander's strategic objectives.
The incumbent must possess keen perception and attention to detail to ensure that NATO Financial Rules and Regulations are complied with, while exercising the sound judgment necessary to identify when changes must be made or exceptions sought through official channels.
At the same time, the incumbent must display moral courage, tact and diplomacy in serving customers.

Essential Language Requirements: Candidates will be required to have a very good level of speaking, reading, writing, and listening in English (please indicate language skills in Section 8, of Part One of the Application Form). Candidates who are shortlisted for the position will be administered a language test.

Information on KFOR/the Job position
J8 Finance and Accounting (FAO) Division reports to ACOS J8/Theatre FINCON. The ACOS J8/Theatre FINCON is in turn, the principal financial management advisor to COMKFOR and the Commanders of other NATO HQs funded by KFOR Budget for all matters associated with the Military Budget Committee (MBC) budget, NSIP projects and Nation Borne Costs. The FAO Division is responsible to KFOR Chief J8 for controlling, accounting, and reporting on the financial activities of the HQs.
The incumbent controls and reports on the financial activities of the KFOR theatre of operations and HQ installation, and provides financial management services for KFOR sponsored programmes, budgets, multinational-funded projects, NATO Security Investment Programme projects, and reimbursable budgets.

He/she must have the capacity to perceive the impact and implications of decisions and activities on other parts of the organisation. The candidate must have the ability to establish efficient and appropriate courses of action to accomplish goals. The candidate must be able to maintain professional contacts at a higher functional level and have good negotiation skills.
Information on Employment Conditions (this is provided as a guide only and is not meant to be an exhaustive list)
The starting salary for ICC/MCIV Grade 6 is 6,425 € per month (exempt from local taxation). The post holder must be older than 21 years and younger than 60 years when taking up the appointment.

2 days annual leave per calendar month
Up to 7 Special leave days per calendar year
Up to 11 days Official/National holidays per calendar year
An installation allowance equal to one month's salary if current residence is more than 300 km away from the Headquarters.
A removal allowance equal to one month's salary, after having completed at least three years of consecutive service, unless removal expenses are reimbursed by any other source.
Travel Expenses paid to take up duty / end of tour.
Before any appointment is confirmed, the preferred candidate will be required to secure a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work. The successful candidate will be offered a 12-month initial contract which may be extended subject to satisfactory performance and the continued operational need/funding for the position.
It is preferred for the successful candidate to be able to commence work on 01 December 2021.
