Completing an Application Form

Thank you for your interest in the position of Assistant Chief Of Staff (ACOS) J8/Theatre Financial Controller (FINCON) at Kosovo Forces Headquarters (KFOR HQ). Separately please find:

Please pay particular attention when completing Part Two of the application form. In this section, you are required to give specific information and examples of your work experience that clearly demonstrate that you have the essential requirements for the position. The essential and desirable education, experience and skills requirements are:

− Master's degree in the area of finance, business or economics or a university degree with work experience of at least 10 years in finance/business

− 6 years of experience in a managerial position in a finance-related field involving also supervision of professional staff.

− Previous experience in a professional financial function in a multi-national or international organization.

− Ability to develop and implement budgets based on critical analysis of the Commander's requirements.

− Ability to deliver orally and in writing executive level briefings to diverse audiences.

− Ability to develop teamwork and maximise resources within a group.

− Supervise the work of assigned military and civilian professional and administrative staff.

− Intermediate knowledge of Automated Data Processing

− A very good level of English language.

Essential Language Requirements: Candidates will be required to have a very good level of speaking, reading, writing, and listening in English (please indicate language skills in Section 8, of Part One of the Application Form). Candidates who are shortlisted for the position will be administered a language test.

Nationality Requirements: Applicants must be nationals of NATO member nations.

Applicants should complete and return only the Application Form. No additional documents (CVs, Letters of Reference, Commendations, etc.) must be submitted. Applications need to be sent electronically as MS Word document or .pdf file. No signature needed at this stage of the recruitment. Please attach proof of current citizenship: certificate, passport or national ID. Attachment to not exceed 1 MB file size. Evidence of educational qualifications and/or training certifications will be sought for candidates invited to interview. Information on KFOR/the Job position

The NATO-led KFOR is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. HQ KFOR is based in Film City, Pristina.

J8's mission is to provide financial and contractual support to KFOR, NATO Liaison Office (NLO) Skopje and Military Liaison Office (MLO) Belgrade and any co-located camps in Theatre. ACOS J8, as KFOR Theatre Financial Controller (TFC) is the principal financial advisor of the Commander KFOR (COMKFOR), responsible for all matters associated with the Military Budget (MB), the NATO Security & Investment Programme (NSIP), Nation Born Costs and non-appropriated funds.

The position is ACOS J8 as well as KFOR Theatre FINCON. J8 encompasses the sections of Theatre Budget & Disbursing, Theatre Fiscal, Theatre Purchasing and Contracting (P&C) and Internal Review Office (IRO).

KFOR Theatre FINCON operates under a specific and detailed delegation provided by the Allied Joint Force Command HQ Naples Financial Controller (Balkans Financial Controller).

The organisation is looking for a candidate who is able to actively influence events rather than passively accept them, who takes advantage of opportunities and acts upon them. The candidate must possess the ability to evaluate data and courses of action and to research logical decisions through an unbiased and rational approach. The candidate is to pick up important information in oral communications. He/she must have the capacity to perceive the impact and implications of decisions and activities on other parts of the organisation. The candidate must have the ability to establish efficient and appropriate courses of action to accomplish goals. The candidate must be able to maintain professional contacts at a higher functional level and have good negotiation skills.

Information on Employment Conditions (this is provided as a guide only and is not meant to be an exhaustive list)

The starting salary for MCIV/ICC Grade 7 is 7,009 € per month (exempt from local taxation). The post holder must be older than 21 years and younger than 60 years when taking up the appointment.

Other employment benefits include:

− Affiliation to a Group Medical Insurance Scheme (premiums shared between employee / employer).

− 2 days annual leave per calendar month

− Up to 7 Special leave days per calendar year

− Up to 11 days Official/National holidays per calendar year

− An installation allowance equal to one month's salary if current residence is more than 300 km away from the Headquarters.

− A removal allowance equal to one month's salary, after having completed at least three years of consecutive service, unless removal expenses are reimbursed by any other source.

− Travel Expenses paid to take up duty / end of tour.

Before any appointment is confirmed, the selected candidate will be required to obtain a NATO Security Clearance based on his or her national requirements and procedures. The candidate will also be required to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract which may be extended subject to satisfactory performance and the continued operational need/funding for the position.

It is preferred for the successful candidate to be able to commence work as soon as possible.
