Major General Özkan Ulutaş
Major General Özkan Ulutaş was born in 1967 in Salihli/Manisa. He graduated from Kuleli Military High School in 1985 and the Turkish Military Academy in 1989.

In his military career he held various important positions such as commander, chief of staff, staff officer and manager in different headquarters and institutions.

Major General Ulutaş graduated from the Army Military Academy in 2002 and the Armed Forces Academy in 2012. Additionally, in 2011 he completed a Strategic Studies Course in the People's Republic of China. He is carrying out doctoral studies in the Department of History at Atatürk University as a PhD candidate.

Major General ULUTAŞ served as a UN Military Observer for the UNIKOM mission on the Kuwait-Iraq border from 1999 to 2000. He also worked with NATO, including Joint Force Command (JFCNP) in Naples, Italy from 2005 to 2008, and NATO Allied Command Transformation in Norfolk, USA from 2015 to 2017.

He was promoted to the rank of Brigadier General in 2017 and served as Chief of Staff of NATO Rapid Deployable Corps (NRDC-Turkiye) in İstanbul from 2017 to 2021.

Most recently he was Chief of the Turkish General Staff Strategy Department from 2021 to 2023 and was promoted to the rank of Major General in 2023.

Major General Ulutaş is married and has two children. He speaks English.
