On 24-26 Feb 2014, NLOSk participated in the bilateral consultations that took place between the HN and the NATO Plan & Review Process (PARP) team, at "Goce Delcev” barracks in Skopje. The PARP visiting team consisted of Mr. Frank Bollard, Director of NATO Defence and Planning, his assistant, Mr. Gordon Drake, and four officers from SHAPE, ACT and JFCNP. The whole NATO Advisory Team, led by the Chief NLOSk, Colonel Aleksandar Aleksandrov, contributed to all discussions about the HN progress on the 2012 Partnership Goals (PGs), and the drafting of the 2014 PGs package, starting with an initial extensive in-briefing of Mr. Gordon Drake on 24 Feb.
On 25 Feb, the bilateral consultations were led by Mr. Saso Stefanoski, State Secretary of the HN Ministry of Defence (MoD), with the participation of representatives from the Army Units, the General Staff, the MoD, Ministry of Finance, Ministry of Foreign Affairs, Ministry of Interior, and other relevant institutions. All PGs from the 2012 package were assessed and reported progress noted, to be included in the upcoming PARP report, and reflected on the selection and description of the 2014 PGs package (both to be published later this year).
On 26 Feb, the PARP delegation debriefed Mr. Talat Xhaferi, Minister of Defence, accompanied by Mr. Emil Dimitriev, Deputy MoD, Mr. Saso Stefanoski, State Secretary in MoD, Lieutenant General Gorancho Koteski, Chief of the General Staff, Lieutenant General Naser Sejdini, Deputy Chief of the General Staff, and other important HN officials, about the results and comments of the consulations. Mr. Bollard took special notice of the effort put in providing a realistic Long Term Defence Development Plan 2014-2023, and the HN continued contribution to missions abroad. The sustainment and promotion of interoperability with Allied forces, and also the process of the transformation of the HN Army, were greeted as good progress by the NATO representatives. Mr. Xhaferi noted that the country’s strategic goal remains the joining of the Alliance, and they are ready to undertake the responsibilities entailed, as has been proven by the country’s contribution to international operations, which in 2014 will remain at the same level as 2013.
After the MoD debrief, NLOSk hosted lunch for the PARP visiting team in a local traditional restaurant. Later, a debrief was also held for the NATO Ambassadors and Defence Attaches in the country, concerning the content and results of the consultations, hosted by the Turkish embassy in its role as the official NATO Contact Point Embassy.
