Bulgarian Navy Captain Rumen Radev was born in Karnobat, Bulgaria, 28 June 1960.

In 1983 Ghe graduated from the Naval Academy, Varna, majoring in Navigation. Assigned to Anti-Submarine Warfare (ASW) corvette-class warship, he worked in different positions, culminating as the Commanding Officer.

His carrer includes:  
1990-1992 Graduation from Russian Naval War College, St Petersburg, Russia
1992-1993 Chief of Staff of ASW Ship Patrol Squadron
1993-2002 Commanding Officer of ASW Ship Patrol Squadron
2002-2007 Joint assignment at the Strategic Planning Directorate, Defence Staff, Bulgarian MOD, responsible for Plans and Strategy
2007-2014 Chief of NATO, EU and Regional Initiative Branch, Strategic Planning Directorate, Bulgarian MOD, with complementary responsibility regarding CFE, Vienna Document-Open Sky Treaty implementation.

In June 2014 he has been appointed as the Chief of the NATO Liaison Office Skopje.

Captain Radev has been awarded Commendation Medal for "Meritorious Service under the Colours” – Second and Third Grade.

He is married to Iliyana and has two daughters. He speaks English and Russian.
